PURPOSE: Motion approving the guidelines and process for individuals to provide an invocation at the second general legislative session of each month
BACKGROUND: This motion provides the process and guidelines by which a cleric may request to provide an invocation at the second general legislative session of each month. Additionally, an individual or group not affiliated with a local faith-based organization or ministry may provide a brief statement to reflect on the gravity of the moment, seek peace for the nation, wisdom for the lawmakers or generally appeal to universal values of our country. Finally, an individual or group may use the opportunity to have a moment of silence in the place of an invocation or statement. Attached to the motion are the guidelines for providing the invocation or statement. The Municipal Resource and Services Center’s information on invocations references the Town of Greece v. Galloway ruling by the Supreme Court in 2014, the court determined that having an invocation at a local government meeting does not violate the Establishment Clause of the US Constitution.
