PURPOSE: Professional Services Agreement with FLO Analytics for Districting Master Services
BACKGROUND: Every 10 years following the U.S. Census, RCW 29A.76.010 requires the County to redraw council districts boundaries based on population data. The Snohomish County Charter section 4.60 requires that a districting master who is qualified by education, training and experience be appointed by the districting committee to draw a redistricting plan for new council boundaries. RFP-009-21BC was issued to solicit bids to perform the required districting master services, and the districting committee reviewed submitted proposals, interviewed submitters and appointed Charla Skaggs of FLO Analytics as the districting master, pending successful contracting with the county. FLO Analytics will work closely with the districting committee on the scope of services.
