PURPOSE: Execution of an Interlocal Agreement with PNWER, to provide professional services for planning and facilitating 3 Maritime focused workshops under the 2019 Regional Catastrophic Planning Grant Program, Community Points of Distribution Analysis and Training project.

BACKGROUND: In the fall of 2019, Snohomish County received a $1.4 Million Regional Catastrophic Preparedness Program grant to analyze current data, and provide recommendations on siting Community Points of Distribution (CPODs) across an eight (8) counties within the Puget Sound Region, based on population islands that may be created by the breakdown of infrastructure after a major earthquake, or other catastrophic event. Snohomish County has hired CNA to contract the GIS modeling and analysis, facilitation of transportation and distribution based workshops, and to write Operations and Training documents for implementation, evaluation and execution of the program; The grant award additionally addresses the movement of goods and supplies outside the traditional transportation system, and requires the County to consider utilizing the Maritime Industry to assist in supply chain logistics after a major earthquake; PNWER is a sole source, statutory public/private non-profit created in 1991 by the states of Alaska, Idaho, Oregon, Montana, Washington, and the Canadian provinces of British Columbia, Alberta, Saskatchewan, and the Yukon and Northwest Territories, and has extensive experience in the Puget Sound Region coordinating private industries with regional public agencies, specifically in the area of disaster preparedness and response; PNWER has performed the majority of the work in the region, connecting the priv...
