EXECUTIVE RECOMMENDATION:  Approve proposed updates to the stormwater regulations.

 

PURPOSE: Compliance with Phase I Permit issued by Washington State Department of Ecology under authority of the federal Clean Water Act and the state Water Pollution Control Act

 

BACKGROUND: Ecology issued a new Phase I Permit in July 2019. Phase I communities, like Snohomish County, are required to update local stormwater regulations to implement the Phase I Permit. Ecology has identified nine required changes to stormwater regulations. The county has identified additional changes necessary for compliance and implementation of the Permit. Ecology revises and issues new Phase I Permits every five years. Phase I community updates must be effective on July 1, 2021.
