PURPOSE: Approve and authorize the County Executive to execute the 2021 LIHEAP Amendment A for Contract #21-32606-081
BACKGROUND: The 2021 Low-Income Home Energy Assistance Program (LIHEAP) is funded by the United States Department of Health and Human Services (HHS) through the Washington State Department of Commerce. The program funds are designed to reduce the burden of rising home energy costs by providing assistance with a portion of a low-income household’s heating bill. The contract is for heating bill assistance which will serve approximately 4,200 low-income households. The original LIHEAP contract was in the amount of $3,005,347 for the period October 1, 2020 through September 30, 2022. The original contract was in the 2020 Human Services Grant Work Plan, approved by Motion 19-315. This Amendment A will add $476,120, bringing the total amended contract amount to $3,481,467 for the period March 1, 2021 through September 30, 2022. Amendment A causes the contract total to exceed the amount included in the Human Services Grant Work Plan. Therefore Council approval is required.
