PURPOSE: Approve and Authorize the County Executive to Execute the Washington State Department of Commerce Shelter Grant Program Contract Amendment A
BACKGROUND: On July 30, 2020, the County submitted a grant application for new shelter funding to the Washington State Department of Commerce and received a contract in the amount of $4,399,548 for the period 8/1/2020 through 6/30/2023. Submission of a collaborative application with the cities of Edmonds, Everett, Lake Stevens, Lynnwood and Marysville was required to receive the maximum amount available for each Jurisdiction, including unincorporated Snohomish County. County staff coordinated with each of these cities to identify new shelter beds to be developed and operated during the grant period. The new shelters beds will provide shelter for individuals and families in various regions of the county. The grant agreement required an expedited timeline so that the new shelter beds could be online by the Commerce 12/31/2020 deadline. It was anticipated that the scope of work and program budgets could need to be revised, as they were early proposals and not fully developed. This amendment revises the Scope of Work: 1) The Motel Shelter Program has increased beds, and 2) a new project, EGM/EUCC replaces the planned TSA Project that was unable to move forward. The number of overall beds were adjusted through the Motel Program to maximize the funding available due to unavoidable delays for all projects to start during the pandemic. The program budgets have also been revised to reflect these changes but there is no change to the total grant funding. The original contract was approved via Amended Motion 20-371, which does not provide authority for the County Executive to approve motions, therefor County Council approval is required.
