PURPOSE: Snohomish County Council approval of a supplemental appropriation for funds received in the amount of $450,000 in Parks Construction Fund 309 in order to establish expenditure authority for completing the pier replacement project at Kayak Point Park in accordance with MOTION NO. 23-377.
BACKGROUND: Snohomish County Parks obtained $450,000 funding from the Port of Everett as a result of their Consent Decree to settle a dispute regarding National Pollutant Discharge Elimination System (NPDES) permit requirements. As part of the settlement, the parties identified Snohomish County's Kayak Point Park pier piling replacement project for receiving supplemental environmental project (SEP) funds. The funds can only be used for the water quality project planned at Kayak Point Park in Snohomish County. The Port of Everett mailed a check for the funds to Snohomish County Parks and it was received with a cover letter from Robert Marion, Port of Everett Director of Finance and IT, on December 11, 2023. The Kayak Point construction project is taking place between July 15 and October 15, 2024 and the funding will be used to pay the construction contractor for the project work performed in 2024.
