PURPOSE: Approval of this Right-of-Way (ROW) plan will allow the ROW acquisition phase to proceed for the Elliott Road Flood Reduction project.
BACKGROUND: The County proposes to construct a project to reduce flooding over Elliott Road at the crossing of Anderson Creek, near 12512 Elliott Road, Snohomish, WA. A 40-foot clear span bridge will be constructed at Elliott Road and the road will be raised by about 2.5 feet to reduce road flooding from Anderson Creek. The creek will be re-aligned by excavating and grading a new stream channel upstream to follow a more natural path to the new bridge at the road low point. Fish habitat improvements will be constructed within the re-aligned stream channel. Construction of the project will require ROW acquisition from four (4) parcels. The ROW phase is schedule to begin in June 2024. Community outreach completed to date includes meetings and one-on-one coordination with all four parcels since 2020. The ROW phase of the project is currently funded through the Surface Water Management fund. The project is located in Council District #5. Project construction will be jointly funded by SWM and Roads and is reflected in the existing 2024-29 Roads Transportation Improvement Program (TIP) and SWM Capital Improvement Program (CIP).
