EXECUTIVE RECOMMENDATION:  Approved by Ken Klein 11/6/23

PURPOSE: Approval of agreement to be signed by the Executive Office

BACKGROUND: COVID-19 caused significant workforce impacts in Snohomish County and local employment has yet to return to pre-pandemic levels. An estimated 8,400 fewer people are working today than at the start of the pandemic. Despite countywide unemployment rates near historic lows, some groups are lagging behind. For example, young people ages 16-24 have an unemployment rate of 11.9 percent, which is more than four times the countywide unemployment rate of 2.6 percent. Snohomish County seeks to support workforce development, job placement, and youth career exploration programs with appropriate supportive services for un- and under-employed individuals.
