PURPOSE: Approval of amendment to SCC 7.35 and 7.41 to update program requirements related to the disposal of solid waste, clarify use of the household hazardous waste program, and update the list of restrictions related to acceptance of waste at solid waste facilities.

BACKGROUND: Request approval of amendments to SCC 7.35 and 7.41 with an effective date of January 1, 2023. The proposed amendments established in the ordinance provide greater specificity related to restrictions on the acceptance of wastes at solid waste facilities including sewer/wastewater treatment plant screenings and electronic wastes. The proposed amendments also clarify that the household hazardous waste program is intended for residents of unincorporated Snohomish County and municipal corporations with which the County has an interlocal agreement for solid waste services. Additionally, the proposed amendments will establish a minimum container weight of 23 tons for residual reclamation waste (RRW) delivered to the intermodal yard. This adjustment is intended to maximize container transport through the rail system, facilitating more efficient use of the waste export system and RRW customer workflow and operations. It is estimated that implementation of a 23-ton minimum container weight will save 620 containers per year.
