PURPOSE: To obtain the Council's approval for a contract between the North Sound Behavioral Health - Administrative Services Organization (North Sound BH-ASO) and Snohomish County for Assisted Outpatient Treatment (AOT) services.
BACKGROUND: The North Sound BH-ASO seeks to provide grant funds to the Prosecuting Attorney's Office (PAO) (1) to represent individuals or agencies petitioning for AOT orders in all court proceedings, per RCW 71.05, Behavioral Health Disorders, and (2) to review AOT petitions for legal sufficiency. AOT is considered a less restrictive alternative treatment option than Involuntary Treatment Act (ITA) options as it provides court-mandated community-based services for individuals suffering from behavioral health disorders who are unlikely to survive without support. A few Civil DPAs and staff in the PAO allocate a portion of their time to provide AOT legal services for AOT individuals. The grant funds will be used to reimburse the County for DPA and staff compensation as well as personal service invoices. The Executive's approval is needed on page 31.
