PURPOSE: To Approve amendment No. 3 with SOLitude Lake Management for Alum Treatment in Lake Ketchum for 2024.

BACKGROUND: Lake Ketchum, located near the City of Stanwood, is designated a water of the State of Washington. The State of Washington has listed Lake Ketchum as "impaired" on the State's 303(d) list because of high phosphorus levels. In 2012 an Algae Control Plan for Lake Ketchum recommended a whole-lake sediment alum treatment followed by smaller annual treatments. Smaller alum treatments began in 2016 and have continued annually. The County executed agreement No. CC02-21 dated April 1, 2021 with HAB Aquatic Solutions LLC. On March 18, 2022 through RFP-004-20BC.Amendment No. 1 executed on March 18, 2022, increased the contract maximum to $112,049.00. Amendment No. 2 executed on May 26, 2022, substituted the name of the Consultant from HAB Aquatic Solutions, LLC to SOLitude Lake Management, LLC; and The County would like to have SOLitude provide alum treatment at Lake Ketchum in 2024. The prices of alum treatments have significantly increased as a result of the Ukraine conflict, rising transportation costs, and additional monitoring required by the State. Additional funding for alum treatments have been established through the Lake Ketchum Restoration service charge laid out in Snohomish County Code 25.20.055. The County and SOLitude wish to extend the agreement for one year to December 31, 2024, and add additional funds.
