body
DEPARTMENT: Planning and Development Services.

ORIGINATOR: Matthew Siddons, Senior Planner.

EXECUTIVE RECOMMENDATION: Approved by Mike McCrary 10/29/26

PURPOSE: The purpose of this ordinance is to amend development regulations and add a new Light Rail Community (LRC) zone to the County’s Development Code. It also amends the Snohomish County Official Zoning Map to add the LRC zone.

BACKGROUND: The Light Rail Community (LRC) zone establishes the implementing regulations for areas designated with the LRC Future Land Use (FLU) designation. The LRC zone is proposed around the planned future light rail stations at Ash Way, Mariner, and SR 99/Airport Road within the County’s Urban Core Subarea. The LRC zone supports high density residential, commercial, office, and mixed use development, with a strong emphasis on walkability, transit accessibility, and pedestrian oriented design near light rail stations.
