PURPOSE: Authorizing the County Executive to Sign the January 1, 2024 through December 31, 2026 Collective Bargaining Agreement between Snohomish County and the Public, Professional and Office-Clerical Employees and Drivers Local Union 763, Representing Corrections Support

BACKGROUND: This is a three (3) year agreement with the Public, Professional and Office-Clerical Employees and Drivers Local Union 763 affiliated with the International Brotherhood of Teamsters, representing Corrections Support, effective January 1, 2024, through December 31, 2026. This agreement includes changes consistent with most County bargaining units such as increasing the monthly vacation accruals and annual cap, conditioning sick leave cash-outs based on good standing separation, providing 100% sick leave cash-out to estate upon death of employee, consistency in holiday applications and military leave and increase life insurance and accidental death benefits consistent with other bargaining units. Other administrative efficiencies and housekeeping changes were made throughout the agreement. Additionally Appendix A provides a 4.51% wage increase effective January 1, 2024 reflective of 100% the Seattle-Bellevue-Tacoma annual June to June CPI-W formula with a floor of 1% and a ceiling of 5.0%, as well as a catch-up of 4.5% to align pay scales with other bargaining units.
