PURPOSE: Approve Motion for HOME ARP Award for The YWCA Edmonds New Start Center Services Project

BACKGROUND: The 2021 Annual Action Plan Substantial Amendment was approved by Motion 23-111 on March 22, 2023, to include the HOME ARP Allocation Plan as required by the U.S Department of Housing and Urban Development. This Motion is to allocate funding according to the HUD approved HOME ARP Plan to YWCA Seattle | King County |Snohomish County to provide services at the Edmonds New Start Center.

Expedited Request: County staff want to include the agency in project planning and to start negotiating the contract for necessary services as soon as possible. Expedited processing is respectfully requested for approval of this project award.

On March 11, 2021, President Biden signed into law the American Rescue Plan (ARP), which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, State and local governments, individuals, and businesses. To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in ARP funds to be administered through HOME-ARP to perform activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or other vulnerable populations.

The ARP authorized the Department of Housing and Urban Development (HUD) to allocate HOME-ARP funds to jurisdictions and Snohomish County Consortium received an allocation of $7,295,083;

The HOME ARP Funding was included in the 2021 Human Services Grant Workplan. The 2021 HUD Approved HOME ARP Plan requires the County to use the Consortium process for awarding specific projects HOME ARP funding.
