PURPOSE: To consider the proposal by the City of Mukilteo to annex the area identified as the Phase 1 Annexation area.
BACKGROUND: The City of Mukilteo has submitted a Notice of Intention to the Boundary Review Board (BRB) for an interlocal agreement (ILA) method annexation of an area known as the Phase 1 Annexation area, BRB File No. 2025-01. The County and City have already adopted an ILA agreeing to the annexation, effective March 12, 2025, and the proposal is consistent with the terms of the agreement. The deadline for affected parties to request a hearing by the BRB is June 30, 2025. The recommendation to the County Council from PDS is to not oppose the annexation and to not invoke the jurisdiction of the BRB.
