PURPOSE: Executive signature of Cost Reimbursement Agreement with Department of Ecology.
BACKGROUND: Snohomish County purchased the SWM Sky property in 2023 and is working with Ecology to resolve water rights around irrigation of the agricultural fields as well as SWM’s native plant nursery. On April 28, 2025, Snohomish County submitted a new interruptible surface water application (S1-29640) to request authorization for irrigation withdrawals from the Skykomish River. The County proposed a cost reimbursement agreement to expedite processing through Ecology’s designated consultant. The County selected Aspect Consulting (from a list of consultant proved by Ecology) to conduct the Phase 1 investigation looking into a new interruptible surface water right. The Agreement will be sent via DocuSign after the ECAF is approved.
