PURPOSE: Accept the Emergency Management Performance Grant (EMPG) FFY2019 (E21-214)


BACKGROUND: Snohomish County receives Emergency Management Performance Grant (EMPG) funding from the Washington State Military Department - Emergency Management Division (EMD), which passes through the EMPG funding from the U.S. Department of Homeland Security (DHS). The EMPG funds are awarded to local jurisdictions (with qualified emergency management programs), to supplement their local operating budgets for the enhancement of emergency management capabilities, to assist in training and community awareness, and to fund Emergency Management personnel. The EMPG FFY 2019 grant is a reoccurring operational grant. Snohomish County Department of Emergency Management was awarded extra funding for the FFY 2019 for the expansion and adoption of an emergency communications network throughout Washington state. The EMPG grant requires a 100% match of local funds. DEM's local dollar for dollar match comes from the General Fund expenditures for salary and benefits of non-grant funded staff.

DEPARTMENT FISCAL IMPACT NOTES: Although the EMPG grant is a reoccurring operational grant, these added funds were not included in DEM's annual budget & grant work plan. This will be an added scope of work for this fiscal year. The match requirement is met by DEM's general fund expenditures.
