PURPOSE: Transfer required because the Office of Recovery and Resilience budget does not have enough appropriation authority to temporarily charge payroll expenditures.
BACKGROUND: This action will move the expenditure authority to the appropriate line items Grant Fund 130 with no net increase in the total 2024 budget.
