PURPOSE: Adoption of Park and Recreation Visioning Plan (PRVP) 2021 Update
BACKGROUND: The vision provided in this plan summarizes input from residents of Snohomish County about what they think is important in the provision of parks and is paired with county-wide analysis of specific trends and needs, as well as input from other recreation providers located in Snohomish County. This plan works collaboratively with the annual parks inventory report and annual capital improvement program. It incorporates current policies from the 2015 comprehensive plan and provides the public involvement process which sets the stage for the 2024 Parks and Recreation Element (PRE) and updates to the demand and need analysis. Public input incorporated in this plan is integrated into ongoing park projects and satisfies guidance in the Washington State Administrative Code (WAC) which suggests that development of the Growth Management Act (GMA)-based planning and level-of-service (LOS) standards start with a public visioning process. This plan also contains content that documents completion of park planning requirements stipulated by the Washington State Recreation and Conservation Office (RCO) for agencies that seek to receive funding from it. The RCO is a major grant source for Parks and past awards to Snohomish County have supported many of the facilities that are now enjoyed by the public.
