PURPOSE: Approval of Supplement No. 4 to Agreement CCF01-21 will allow Snohomish County Public Works to utilize Sargent Engineers, Inc. to provide Structural Design Services necessary to complete the Goodman Creek Culvert Replacement project.

BACKGROUND: The Department of Public Works (PW) intends to replace the Goodman Creek Culvert with a new bridge which carries Goodman Creek under Mountain Loop Highway approximately seven miles south of Darrington. The existing culvert is a 12' diameter corrugated metal pipe which has rusted out allowing the creek to partially flow beneath the culvert creating voids in the roadway. Through a Request for Qualifications (RFQ) PW solicited the services of a consultant to assist the County with this project. Sargent Engineers, Inc. was one of eight consulting firms responding to RFQ-006-20SB and was selected through established Federal, State and County policies and practices. The initial agreement for Phase 1 of the project in the amount of $89,098.00 was approved by Council in April 2021. Phase I included all work tasks necessary to complete investigations, research, analyses and calculations required for the preparation of a Type, Size and Location Study (TS&L). PW has since processed three supplements to the original agreement, all within the Council approved contingency amount. PW is now prepared to begin Phase II of the design work on the project which includes final design plans, specifications, estimate, assistance during bidding and construction related design support services.
