EXECUTIVE RECOMMENDATION: Approved by Ken Klein 2/7/24
PURPOSE: To authorize the County Executive to sign the 2023-2025 On-Call Consultant Services for Comprehensive Plan Review Task No. 1 (OCC23/3-1(B)) with Berk Consulting, Inc. The Task Assignment will allow Berk to complete the State Environmental Policy Act (SEPA) review of the 2024 Comprehensive Plan Update and generate a Final Environmental Impact Statement (FEIS).
BACKGROUND: Snohomish County is updating its Comprehensive Plan consistent with the Growth Management Act (GMA; RCW 36.70A). An EIS is required for the 2024 Update pursuant to RCW 43.21C.031, and Berk generated a Draft EIS under the previous On-Call Service Agreement that ended on December 31, 2023 (OCC19/3-1(D)). Berk is the selected on-call consultant to prepare a FEIS.
