PURPOSE: Approval of Motion updating the Solid Waste Service Fee Schedule

BACKGROUND: The Solid Waste division has conducted a comprehensive Solid Waste Rate Study in accordance with Resolution 24-088 to evaluate the current fee schedule and propose necessary adjustments. The last assessment of Solid Waste fees occurred in 2009. Since then, there have been significant increases in operational costs, requiring a revised and sustainable funding approach. Solid Waste fee schedule updates at this time include Residual Reclamation Waste, Vactor Waste, Moderate Risk Waste, and Illegal Dumping programs. Refer to the attached fee schedule for proposed rate increases for 2025 and 2026. The new rate plan will take effect on January 1, 2025, with a subsequent rate plan beginning January 1, 2026. The proposed fee increase is essential to address the current costs associated with these programs and will allow Solid Waste to recover some of the expenses of operating these services. Municipal Solid Waste (MSW) tipping fees will remain unchanged for 2025 and 2026. The projected fund balance at the end of 2026 is expected to decrease by $22 million, leaving a remaining balance of $17 million, which equates to approximately 150 days of operating expenses. This is slightly above the minimum requirement of 120 days for operational sustainability.
