PURPOSE: 2023 Work Plan/Financial Plan for the USDA-APHIS Wildlife Services Cooperative Services Agreement to provide wildlife control and monitoring activities at Paine Field.
BACKGROUND: .
* USDA-APHIS Wildlife Services is the technical expert for resolving wildlife conflicts at airports for the FAA.
* Snohomish County Council has authorized Cooperative Service Agreements between Snohomish County Airport and United States Department of Agriculture (USDA) - Wildlife Services Division dating back to 1994.
* Snohomish County renewed the USDA-APHIS Cooperative Service Agreement for an additional five years effective in 2021 pursuant to Motion 20-522.
* The 2023 Work Plan/Financial Plan will provide the Airport with a Certified Airport Wildlife Biologist up to 40 hours per week. The biologist will conduct weekly surveys and keep detailed notes of species densities, movement corridors, data analysis for the Public Works Transfer Station, behavior patterns and trends.
* This agreement is authorized annually via an annual Work Plan / Financial Plan. The agreement for 2023 is NTE $175,508.96.
