PURPOSE: Enter into a Master Services Agreement with Flock Group, Inc. to provide vehicle identification cameras and access to the Flock OS Network to the Snohomish County Sheriff's Office.
BACKGROUND: Flock Group, Inc. has developed vehicle identification cameras that are able to recognize license plates and unique vehicle characteristics. The system does not rely on facial recognition or detect the gender or race of the vehicle occupants. The camera system and supporting network can help law enforcement quickly locate vehicles that have passed by the cameras throughout their network by searching for license plates or vehicle attributes. This system can be used to locate vehicles associated with missing and endangered persons or vehicles associated with criminal activity. The first-year costs are eligible for reimbursement through the State Homeland Security Program. The agreement is for two years from initial installation of Flock Hardware
