PURPOSE: This Critical Area Site Plan complies with requirements of the Critical Area Study (12/2003) in connection with the Swede Heaven Road Riverbank Stabilization Project, filed with Snohomish County Public Works under Survey #3676. Mitigation was required per Chapter 30.62A SCC (Fish and Wildlife Habitat Conservation Areas.)
BACKGROUND: The Swede Heaven Road Riverbank Stabilization Project was constructed in accordance with Army Corps of Engineers Permit # NWS 200300913 issued in April 2005. As part of the regulatory permit process, a Critical Area Study (12/2003) was required in order to construct the project. The Study and Plan called for a designated protection site that would be left permanently undisturbed in a substantially natural state. Parcel #32090700203100 was chosen as the compensatory mitigation site for the project’s impacts to critical areas. Construction and planting of the mitigation area was completed in the fall of 2005. Permanent protection of this mitigation site requires approval by the Snohomish County Council and recording of a Critical Area Site Plan with the County Auditor.
