PURPOSE: The purpose of the agreement is for Department of Emergency Management (DEM) to complete hazard mitigation planning on behalf of the Port of Everett to enable the Port to join the 2025 Hazard Mitigation Plan as a planning partner.

 

BACKGROUND: Snohomish County first drafted a Hazard Mitigation Plan (HMP) in 2005, per the Disaster Mitigation Act of 2000. The plan was a multi-jurisdictional plan that included cities, towns, tribes, and special purpose districts. DEM has updated the plan every five years since. The 2025 update has been approved by Washington State Emergency Management Division and FEMA, pending local adoption. Once locally adopted, planning partners have 365 days to draft their specific plans to annex to the Snohomish County HMP. Benefits of a completed HMP include vulnerability assessment, long term risk reduction from identified hazards, and access to disaster mitigation grants.
