PURPOSE: To update Snohomish County Code to allow the County to charge the reasonable costs of redacting, altering, distorting, pixelating, suppressing, or otherwise obscuring any portion of the body worn camera recording prior to disclosure consistent with RCW.
BACKGROUND: RCW 42.56.240(14)(f) permits the County to charge requestors, not exempted under RCW 42.56.240(14)(e), the reasonable costs of redacting, altering, distorting, pixelating, suppressing, or otherwise obscuring any portion of the body worn camera recording prior to disclosure. Currently, Snohomish County Code does not currently allow for these charges. This proposed ordinance would update SCC 2.51.100 to allow reasonable cost recovery consistent with RCW.
