PURPOSE: To execute the Professional Services Agreement with Anchor QEA, LLC. to provide park and habitat related construction management services for the Meadowdale Beach Park and Estuary Restoration Project. (Park/Habitat Construction Management Support)

BACKGROUND: Meadowdale Beach County Park was purchased in 1971 with acquisition partially funded by the Washington State Interagency Committee (IAC) (n.k.a. Washington State Recreation and Conservation Office) for the purpose of saltwater beach access. The Park is approximately 108-acres and includes the west half of Lund's Gulch, a 300-foot deep, steep-sided ravine, as well as Lunds Gulch Creek, a year-round salmon-bearing stream supporting juvenile Chinook, Coho, Chum salmon and Cutthroat trout. A major park development project was completed in 1988 which included development of a 1-1/4 mile earthen trail paralleling the creek, construction of a pedestrian bridge, a ranger residence, a picnic shelter, restroom enclosure and ADA-parking area accessible by a gated access drive into the park from 75th Place West along the southern boundary of the Park. The project also included securing an agreement with Burlington Northern Santa Fe Railroad BNSF for shared use of the 6-foot wide, 5.5-foot high, 60-foot long culvert conveying Lund's Gulch Creek beneath the BNSF tracks for the purpose of providing public beach access. Over time, increased runoff and rainfall events within the gulch have resulted in sediment delivery, flooding, public safety, and fish impediment issues at the entrance to and within the culvert.
