EXECUTIVE RECOMMENDATION: A Boungjaktha

PURPOSE: 2025 Work Plan/Financial Plan for the USDA-APHIS Wildlife Services Cooperative Services Agreement to provide wildlife control and monitoring activities at Paine Field.

* USDA-APHIS Wildlife Services is the technical expert for resolving wildlife conflicts at airports for the FAA.
* Snohomish County Council has authorized Cooperative Service Agreements between Snohomish County Airport and United States Department of Agriculture (USDA) - Wildlife Services Division dating back to 1994.
* Snohomish County renewed the USDA-APHIS Cooperative Service Agreement for an additional five years effective in 2021 pursuant to Motion 20-522 and approval was granted to the Executive or designee for review and approval of annual Work Plans/Financial Plans during the five-year contract period, not to exceed an estimated $135,000 per year, pursuant to the same motion.
* The 2025 Work Plan/Financial Plan has been negotiated for an amount of $199,930.66.
* The 2025 Work Plan provide the Airport with a Certified Airport Wildlife Biologist up to 40 hours per week. The biologist will conduct weekly surveys and keep detailed notes of species densities, movement corridors, data analysis for the Public Works Transfer Station, behavior patterns and trends. In addition, the Wildlife Biologist will work with the Airport on implementing the Wildlife Hazard Management Plan.
* Snohomish County Public Works Solid Waste Division reimburses the Airport 5% of the contract for ARTS monitoring and technical assistance.
