PURPOSE: Approval and execution of Amendment 3 of the North Sound BH-ASO Snohomish County ICCN 20-21 Contract.
BACKGROUND: As of July 1, 2019, The North Sound Behavioral Health Administrative Services Organization (North Sound BH-ASO) began administering the crisis network for the North Sound Region. The Integrated Community Crisis Network (ICCN) agreement authorizes Snohomish County to participate in this network, and includes funding for the following services: Jail Transition Services, Behavioral Health Crisis Services, Opioid Outreach, Trueblood supportive services, and prevention activities funded through the Dedicated Marijuana Account.
* The original contract provided $2,315,943.48 in funding for the period 1/1/2020 - 6/30/2020.
* Amendment #1 provided an additional $2,513,225.48 in funding through 12/31/2020.
* Amendment #2 provided an additional $2,513,225.48 in funding through 6/30/2021.
* This amendment #3 provides an additional $2,513,225.48 in funding through 12/31/2021.
The original contract and amendment #1 were included in the 2020 Human Services GWP approved via Motion 19-315. Amendment #2 was included in the 2021 Human Services GWP approved via Motion 20-411. Amendment #3 now causes the total to exceed the amount included in the 2021 GWP by over $50,000 and Council approval is required.
