PURPOSE: Request Council approval for electronic submission of an application to the Department of Health and Human Services/Administration for Children and Families/Office of Head Start (DHHS/ACF/OHS) for One-time Supplemental Funds for Nutrition and Healthy Eating for Head Start Children and Families - ACF-OHS-PI-25-02. Application is due by September 30, 2025.

BACKGROUND: Some Head Start programs have shared that a lack of funding can be a barrier to improving or expanding their nutrition services and support for healthy eating. In response to this feedback, DHHS/ACF/OHS is making available this opportunity for one-time supplemental funding for nutrition services and support. Snohomish County Early Head Start (SCEHS) is applying for this one-time funding opportunity. Funds in the amount of $39,742 will be used to train SCEHS staff to implement nutrition curriculum and share resources to support pregnant women and lactating mothers to eat healthy and use strategies to avoid social isolation, and to support families in learning how to prepare healthy and nutritious meals.

To accept this application, DHHS/ACF/OHS requires approval and signature of the governing body, the Snohomish County Council, as cited by the Head Start Act 642(c)(1) and per SCC 2.10.010(23).

The application becomes the Contract upon approval by DHHS/ACFOHS. The Contract does not exceed the amount in the 2025 Grant Work Plan by more than $100,000.
