EXECUTIVE RECOMMENDATION: Approve

PURPOSE: To authorize the County Executive to sign the 2019-2021 On-Call Consultant Services Task Assignment No. 3 and Supplement No. 4 (Agreement Number OCC19/3-1(D)) with Berk Consulting, Inc. (Berk) simultaneously. The Task Assignment will allow Berk to conduct the State Environmental Policy Act (SEPA) review of the 2024 Comprehensive Plan Update and generate a draft Environmental Impact Statement (DEIS). Supplement No. 4 adds Exhibit E fee schedules to the On-Call Consultant Services Agreement for ICF Jones & Stokes, Inc. and Parametrix, Inc., updates the project title on the Agreement to 2019-2022 On-Call Consultant Services, and updates the completion date on the Agreement to December 31, 2022, with all existing Task Assignments to be completed by December 31, 2023.

BACKGROUND: Snohomish County is updating its Comprehensive Plan consistent with the Growth Management Act (GMA; RCW 36.70A). Pursuant to the GMA, Snohomish County is required to complete an update of the Comprehensive Plan by June 30, 2024. The Comprehensive Plan is designed to help the County meet its long-term vision for land use and growth management in unincorporated areas outside of cities and towns. The present Snohomish County Comprehensive Plan applies through the year 2035, and the County is now studying growth to a new 20-year horizon - 2044. Snohomish County has determined that the 2024 Comprehensive Plan Update is likely to have probable significant, adverse environmental impacts.
