PURPOSE: Submit draft stormwater regulations and a letter to the Washington State Department of Ecology in partial fulfillment of the requirements of the County’s 2024 NPDES Phase 1 Municipal Stormwater Permit.

BACKGROUND: The National Pollution Discharge Elimination System (NPDES) Phase 1 Municipal Stormwater Permit was issued by Ecology in July 2024, and requires the county to revise its stormwater regulations to meet requirements set forth in that permit. Snohomish County is required to adopt final regulations no later than July 1, 2026, and draft stormwater regulations are required to be submitted to Ecology for review by July 1, 2025. This draft submittal is in accordance with Permit Special Condition S5.C.5.b.iii, which requires the County to “submit draft enforceable requirements, technical standards, and a manual that corresponds to updates identified in [MS4 Permit] Appendix 10, Part 2, to Ecology no later than July 1, 2025.” The County’s submittal consists of several chapters of Snohomish County Code, the Drainage Manual, and the Engineering Design and Development Standards.
