ITEM TITLE:
Title
Motion 24-510, authorizing the County Executive to sign Change Order CO-02 to Bid SW-24-017LY for the moisture remediation at the New Start of Everett with Accurate Assessment Environmental
body
DEPARTMENT: Facilities and Fleet

ORIGINATOR: Lance Meinhold

EXECUTIVE RECOMMENDATION: Ken Klein 12/5/24

PURPOSE: Approval of additional funds will allow the Executive to authorize Accurate Assessment Environmental to continue the Moisture Remediation at the New Start Center of Everett.

BACKGROUND: The hotel in Everett was built in the 1967. The contractor has removed the interior layer of gypsum board from the walls. Once this layer of drywall was removed the inside of the walls under the windows could be seen for the first time. When the gypsum board was removed, the interior face of the boards, studs, and some utilities were discovered to be coated with a layer of a black material that has tested positive for asbestos. The contractor will now need to abate the wall boards, which is a more involved process than remediation. As base boards have been removed, additional moisture issues have been identified that were previously hidden by the base boards. The approval of additional funds will allow the contractor to remain on-site to remediate these additional areas without charging additional fees for remobilization. The removal of additional material and treatment of the moisture at the interior of the walls will be priced based on the unit pricing within the contract. The change order process will be used to track the amounts and costs of the additional work. The County's third-party industrial hygienist and Facilities will review each change order required prior to sending the change order to the Executive for signature.
