PURPOSE: Update to Council

BACKGROUND: DEM relies on multiple Federal grants that are currently at jeopardy. DEM recently reached out to the local jurisdictions in its Interlocal Agreement to discuss options for reducing services or raising ILA rates to cover some of the loss.
