PURPOSE: Proposal as recommended by the Snohomish County Planning Commission September 23, 2025, to amend SCC 30.66A - Park Impact Mitigation Fees, to update the fee schedule table heading for consistency with implementation intention.

BACKGROUND: Snohomish County Code (SCC) Chapter 30.66A was adopted by Amended Ordinance 04-016 on February 23, 2005, and established Snohomish County's Growth Management Act (GMA) based impact mitigation fee program for park facilities pursuant to RCW 82.02.050. On July 2, 2025, Snohomish County Council adopted Amended Ordinance No. 25-029 amending the park and recreation facility impact mitigation code (SCC 30.66A) to update impact fee schedule in compliance with ESSSB 5258. The intent of the SCC update was to include an impact fee mitigation schedule consistent with the 30.66C and previous 30.66A fee schedules, which would include an impact fee for single family dwellings. The adopted Amended Ordinance 25-029 contained the table heading "single family detached unit" which creates ambiguity per the SCC definitions of "dwelling, single family" and "single family detached unit," and needs to be corrected to "single family" for consistency with 30.66C and clarity of implementation by Snohomish County Planning and Development Services' Permitting Division. Parks has conducted public outreach in developing the proposed amendments to Chapter 30.66A SCC, which are proposed by this ordinance, including webpage postings and newsletter updates, a SEPA checklist process, and Planning Commission review and approval of the amendments.
