EXECUTIVE RECOMMENDATION: N/A

PURPOSE: To consider approving a motion of the Snohomish County Council to appoint a nominee to fill a vacant State Representative position in the State of Washington's 44th Legislative District

BACKGROUND: John Lovick resigned as State Representative for the 44th Legislative District (LD) effective 12/15/2021. The resignation caused a vacancy for a term that expires on 12/31/2022 (an unexpired term). The 44th LD is entirely within the geographic boundaries of Snohomish County, and is not considered a "joint legislative district." The Snohomish County Council is the only legislative body that may appoint someone to fill the vacancy. John Lovick affiliated with the Democrat Party (Party) at the time of resignation. By the Washington Constitution and Snohomish County Charter, the Party presents 3 nominees, of which Council considers appointing one. If Council does not appoint within 60 days of the effective date of resignation, the Governor will have 30 days to appoint from the list. The Party nominated: Sean Paddock, Brandy Donaghy and Joyce Copley. As the resignation occurred before the last day of filing for candidacy, the appointee will serve until the certification of the 2022 general election at which point the person elected shall continue to serve in the term commencing on January 1, 2023. Snohomish County sent questions to the nominees by email on 12/08/21 with a due date of 9AM on 12/13/21. A motion may be made for the motion followed by an amendment to add a name of a nominee.
