PURPOSE: To review and act on a motion regarding an annexation of the North Lake area by the City of Snohomish

 

BACKGROUND: The city of Snohomish (City) is proposing the North Lake Annexation comprised of approximately 240 acres using the annexation method of “Annexation of Unincorporated Territory Pursuant to Interlocal Agreement” per RCW 35A.14.296, which requires the development and approval of an interlocal agreement. The County and City have approved an interlocal agreement for the North Lake Annexation area, effective September 30, 2025, to facilitate the annexation and ensure agreement upon logical boundaries and the orderly transition of jurisdiction and services. The proposed annexation is consistent with the Growth Management Act, the Countywide Planning Policies, the City and County’s comprehensive plans, the factors and objectives of the Boundary Review Board (BRB) and will have minimal impact on the County budget and services. Therefore, the recommendation from PDS to the County Council is to not oppose the annexation and not invoke the jurisdiction of the BRB.
