ITEM TITLE:
Title
Executive signature on Sub-Award Agreement between Snohomish County and Seattle University for the Snohomish County Critical Area Monitoring and Adaptive Management Planning and Implementation Project
body
DEPARTMENT: DCNR/Surface Water Management

ORIGINATOR: Rob Plotnikoff/Connie Price

EXECUTIVE RECOMMENDATION: Approved

PURPOSE: To approve Subaward Agreement with Seattle University for the Snohomish County Critical Area Monitoring and Adaptive Management Planning and Implementation Project

BACKGROUND: Snohomish County was awarded grant funds from the Washington State Department of Fish and Wildlife Habitat Strategic Initiative Lead program to update the County's Critical Area Monitoring and Adaptive Management Plan. A major component to CAR Monitoring is determining impacts on wetlands. To support better data on wetland location, size, and category, Seattle University will use Ninety-Five Thousand Dollars ($95,000) in grant funds to geo-reference and digitize Critical Area Site Plans (CASPs) following Standard Operating Procedures provided by the County. Seattle University will also develop a wetland prediction model that integrates terrain-derived wetland indicators. The CASP-digitized wetlands data will be used as the Ground Control Points (GCPs) in the development of a wetland predictive model for two pilot sub-basins (Lake Stevens and North Creek). In addition, wetland probability outputs from two other models: 1) the University of Washington's (UW) Wetland Intrinsic Potential (WIP) model and 2) the Environmental Systems Research Institute, Inc.'s (ESRI) Wetland Identification Model (WIM) will be incorporated as input layers to further improve the accuracy of the final wetland model.
