PURPOSE: Authorizing the County Executive to sign seven subaward agreements for the Floodplains by Design Phase 4 Grant.
BACKGROUND: The Washington Department of Ecology (ECY) awarded a Floodplains by Design grant (SEAFBD-2527-SnCoCN-00011) to Snohomish County, Surface Water Management Division for the Community Floodplain Solutions (CFS) - Phase 4 Implementation. The total amount of the grant is $10,000,000. Phase 4 of CFS is focused on implementing the projects that were designed and permitted as part of Floodplains by Design (FbD) funding for Phases 1-3, and continues the development of a pipeline of new projects in the Snohomish Watershed. It is a cooperative effort between many partners aimed at working collaboratively to increase ecological function; reduce impact to local infrastructure from flooding and sediment transport; protect and enhance farmland productivity; and improve water quality and recreational opportunities in the community. Subawardees under this grant agreement include (1) The Tulalip Tribes of Washington; (2) Snohomish Conservation District; (3) Washington Farmland Trust (or PCC Farmland Trust dba Washington Farmland Trust); (4) Adopt A Stream Foundation; (5) Ducks Unlimited, Inc.; (6) City of Everett; and (7) Innov8 Ag Solutions Inc. These seven subaward agreements will pass through a total of $6,805,000 in grant funds to implement portions of Tasks 2, 3, and 4 of the FbD Phase 4 grant.
