PURPOSE: The Snohomish County Public Facilities District (PFD) seeks approval of the Snohomish County Council to amend the PFD Charter for the following purposes: to (i) adopt a later deadline for the PFD Board of Director’s adoption of the annual budget, (ii) expand the ability of Board Members to participate in Board Meetings remotely, (iii) resolve conflicts between the Bylaws and Charter on the process for amending the Bylaws and Charter, (iv) update the list of characteristics protected by law, and (v) make other minor edits, as set forth in the Amended and Restated Charter
BACKGROUND: On January 22, 2026, the Board of Directors for the Snohomish County PFD adopted Resolution 2026-01 proposing to amend the Snohomish County PFD Charter. Per SCC 2.19.060, the PFD Charter amendments must be approved by the Snohomish County Council. The PFD Board is requesting County Council approval of this PFD Charter Amendment via the attached Ordinance.
