PURPOSE: To authorize Snohomish County, Sponsor of the airport, to attest to and accept FAA Grant Offer No. 3-53-0028-071-2026 for Taxiway K Phase 1 – Environmental at Paine Field, and to authorize the Executive to execute the Grant Offer and transmit to the Prosecuting Attorney’s office for review and signature approval.
BACKGROUND: The airport desires to construct a new parallel taxiway K (Kilo) on the west side of the main runway 16R-34L at Paine Field, using Airport Improvement Program (AIP) grant funds from the Federal Aviation Administration (FAA).
Use of AIP funds for this project requires that an Environmental Assessment be completed to comply with the National Environmental Policy Act (NEPA).
Snohomish County has received the attached grant offer from the Federal Aviation Administration (FAA) in the amount of $1,195,741 for reimbursement of eligible expenses for the environmental assessment.
The grant offer requires a matching local contribution of 5%, not expected to exceed $62,934.
The required matching funds will be provided from the Airport fund.
The grant may be amended for up to an additional 15% if necessary to cover any eligible expenses incurred during construction.
The Airport seeks authorization for the County to attest to and accept the Grant Offer and the Executive to execute Grant Offer No. 3-53-0028-071-2026, and the Prosecuting Attorney’s Office to execute the certification of Sponsor’s Attorney, and further authorization for the Airport Director to approve any amendments thereto (not to exceed 15%).
