PURPOSE: The County Council shall review the PDS recommendation on proposed amendments to the Snohomish County Comprehensive Plan and development regulations to determine in a public hearing whether the proposed amendments should be further processed on Final Docket XXII for final action by the County Council in 2027.

BACKGROUND: PDS conducted an initial evaluation of the one non-county initiated (docket) application to amend the comprehensive plan and implementing development regulations submitted by the October 31st, 2025 deadline. This docket application is considered to be a minor amendment that will not alter any urban growth area boundaries. PDS evaluated the docket proposals for consistency with each of the applicable initial docket review criteria in SCC 30.74.030 and 30.74.040 including whether proposed amendments are consistent with the CPPs, the MPPs, and the GMA. PDS can only recommend further processing if a proposal meets all of the applicable docket criteria. PDS recommends that the J&L Properties of Washington, LLC and PG Management, LLC application be further processed as it meets all of the applicable docket criteria. The County Council is required to review the PDS recommendation and has the legislative discretion in a public hearing to determine which of the docket proposals should be further processed on the final docket.
