PURPOSE: Provide expenditure authority for newly established cable operator franchise fees associated with public, educational, and governmental access channels.
BACKGROUND: There is a need for a supplemental appropriation in 2023 because the funds which support it were unanticipated at the time of adoption of the 2023. The expenditure authority is needed for the purchase of equipment to begin the process of developing recording ability.
