PURPOSE: Authorize Human Services Department Director signature on HUD CoC Grant Agreement for YHDP projects.

BACKGROUND: On October 28, 2024, Snohomish County submitted project applications for the Fiscal Year (FY) 2024 and 2025 Continuum of Care (CoC) Program competition to the U.S. Department of Housing and Urban Development (HUD). On January 27, 2025, HUD announced the FY2024 awards, and the County was awarded twenty-three (23) CoC projects in total, including two (2) Youth Homeless Demonstration Program (YHDP) projects.

HUD is offering the County a stand-alone grant agreement for the two (2) YHDP projects for FY2024. The agreement totals $1,392,682 for the period of July 1, 2025 through June 30, 2026. The grant funds will be subcontracted with Cocoon House, a nonprofit agency, to operate a joint transitional housing - rapid rehousing project for homeless young adults ages 18-24 and a youth engagement team project to provide outreach to homeless and at-risk youth and young adults ages 12-21.

The FY2024 funds for the two (2) YHDP projects were included in the 2025 Human Services Department Grant Work Plan (GWP). However, the total amount for these projects exceeds the amount included in the GWP by more than $100,000 and now requires Council approval.

Urgent approval is requested to meet the HUD recommended return deadline of September 25, 2025, to avoid delays in access to the funding and as the projects started July 1, 2025.
