PURPOSE: Request approval of Exhibit Substitution Amendment to Industry Track Agreement BF-76122 with Burlington Northern Santa Fe (BNSF) Railroad for access at the Solid Waste Intermodal Yard located at the Riverside Business Park in Everett.
BACKGROUND: The Snohomish County Solid Waste Division (SWD) owns the Everett Intermodal Yard located in the Riverside Business Park. The Intermodal Yard is used for trans-shipment of solid waste generated in Snohomish County. BNSF and SWD entered into a license agreement in 2015 to allow BNSF access onto the SWD’s property in order to operate on the rail spurs. SWD intendeds to add additional track to the intermodal facility for a total of 3 spurs. This Exhibit Substitution Amendment updates Exhibit A to reflect the new track being built.
