PURPOSE: Approve a motion to amend the 2024 Annual Action Plan
BACKGROUND: Snohomish County is the representative member of the Snohomish County Urban County Consortium (Consortium) for purposes of application, receipt, and administration of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs.
Pursuant to Council Motion 24-181, the 2024 Annual Action Plan (2024 AAP) was approved on May 14, 2024.
The approved 2024 AAP included an award of $40,000 in CDBG funds for Snohomish County Legal Services (SCLS) - Legal Assistance for Low-Moderate Income Residents of Snohomish County (SCLS-Program), which provides legal advice and representation to low- and moderate-income Snohomish County residents who are at imminent risk of eviction, and those who are at imminent risk of homelessness and face debt-related barriers to accessing housing.
SCLS requested additional CDBG funding to add legal advice and representation for low-and moderate-income manufactured/mobile home park residents who own their home but rent the land the home is situated on as tenants. SCLS indicates that MHP residents may experience illegal rule changes, lease term renewals that may not comply with the laws or provide for accommodations for disabilities, putting them at risk of homelessness and displacement from an affordable housing option.
During the 2023 and 2024 funding rounds, there were not enough project application submitted to allocate all of the available CDBG public services funding leaving a balance to be reallocate.
