PURPOSE: Approval of Grant Agreement No. SEAFCAAC-2123-SnCoCN-00021 between The State of Washington Department of Ecology and Snohomish County for Shorelands FCAAP Competitive Planning Project.

BACKGROUND: ?Snohomish County was awarded grant funds from the Washington State Department of Ecology to implement the Snohomish and Stillaguamish Vulnerability Assessment project. ? The Grant provides funding for conducting a vulnerability assessment of flood hazard and climate change, such as sea level rise and salinity, for both the Snohomish and Stillaguamish Rivers and their respective Estuaries. The project will identify and engage overburdened communities in the flood management planning area. The information gathered will build upon the adopted Snohomish County Hazard Mitigation Plan, the Comprehensive Management Plan, the Reach Scale Plans, as well as the risk analysis for the Lower Skykomish River. This work would be foundational to creating any new Comprehensive Flood Hazard Management Plan (CFHMP) for a Snohomish County watershed and/or updating the existing Stillaguamish Watershed CFHMP. ? Snohomish County and the Department of Ecology have negotiated a grant agreement. The total cost of the project is $500, 000. The eligible grant fund amount is $207,336. Snohomish County has agreed to match $51,834 of the eligible grant fund amount. The Washington State Department of Ecology has agreed to fund $155,502 of the eligible grant fund amount. ?
