PURPOSE: Approval of agreement SWMCC01-22 to allow Surface Water Management to utilize Aquatechnex LLC for invasive aquatic plant herbicide treatments in Snohomish County Lakes.

BACKGROUND: Invasive aquatic species are harming the ecological health and recreational suitability of several lakes in Snohomish County including Lakes Goodwin, Shoecraft, Roesiger, Sunday and Gissberg/Twin. Community members at Lakes Goodwin and Shoecraft currently pay an annual Surface Water Management (SWM) utility surcharge for invasive plant management services. The Lake Roesiger community is currently in the process of trying to establish a similar surcharge. As part of an integrated approach to aquatic invasive species management, the County has determined a need for the specialized skills and licenses of a consultant to complete aquatic herbicide applications. Aquatechnex, LLC responded to Request for Proposal (RFP-22-022SB) and was selected through established Federal, State and County policies and practices A Professional Services Agreement between Snohomish County and Aquatechnex, LLC was negotiated. The total budget for this ECAF is $319,700 with estimated expenditures of $105,000 in 2022, $144,600 in 2023 and $70,100 in 2024. Expenditures at Lake Roesiger will be contingent upon obtaining additional revenue sources (Ecology Grant and Proposed Roesiger Surcharge). The approving motion for the agreement authorizes the Director of Conservation and Natural Resources or designee to approve and execute amendments to the agreement within this total budgeted amount.
